Town of Alpine – Service Line Inventory (Lead and Copper Rule Compliance)

As part of the U.S. Environmental Protection Agency Lead and Copper Rule requirements, all public water systems were required to complete a comprehensive inventory of water service lines and submit that information by October 2024. The purpose of this effort is to support the continued reduction of lead in residential drinking water.

The Town of Alpine has completed this required inventory. As part of the process, each service line was reviewed to determine the material used on both the Town-owned portion and the customer-owned (residential) portion. Materials identified include poly, galvanized steel, and copper.

Unknown Service Line Materials

During the inventory process, any service lines identified as “unknown” on either the Town side or the residential side triggered a required notification to the property owner. This notification is mandated by the EPA and indicates that further investigation may be necessary to verify the material.

We understand that the language included in these required notices may be confusing or may suggest the presence of lead in the system. At this time, the Town of Alpine has no indication that lead service lines exist within our system, and we are confident that lead was not widely used in this area.

How the Inventory Was Completed

To ensure the most accurate inventory possible, the Town utilized multiple sources of information, including:

  • Historical records of water line installations
  • Documentation of service line replacements by contractors
  • Customer-submitted inspection forms identifying residential-side materials
  • Internal records and maintenance history

This information was compiled and submitted to the EPA in accordance with federal requirements.

Future Verification Efforts

Over the coming years, the Town will continue to improve the accuracy of the service line inventory. This may include physical verification of service line materials through excavation where necessary.

While there is currently no federal requirement to replace galvanized or copper service lines, continued evaluation and potential replacement of older materials is considered a best practice and may be recommended in the future.

Background on Lead Regulations

In 1988, the use of lead in public water system components and service lines was banned nationwide. Properties constructed prior to 1988 may have a higher potential for containing lead components; however, based on available records and regional practices, lead was not commonly used in Star Valley.
